The pair sat out Sunday’s 2-1 defeat to Newcastle but Antonio Conte was hopeful they would be fit to face the Portuguese side on Wednesday following minor muscle injuries. Forwards Dejan Kulusevski and Richarlison remain sidelined, limiting Conte’s options up front.
If Romero passes a fitness test, he can be expected to replace Davinson Sanchez on the right of the back three, while Hojbjerg could come in for Oliver Skipp or Yves Bissouma. Ben Davies is expected to come in for Clement Lenglet on the left of the defensive three.
Skipp caught the eye on his first start since January against the Magpies but may not be deemed fit enough to start again so soon. At wing-back, Emerson Royal had a rest during a three-match ban so could keep his place on the right, while Ivan Perisic is pushing to return to the side in place of Ryan Sessegnon.
Conte has said it would be a risk to start Lucas Moura as the Brazilian continues to recover from a hamstring problem, so Harry Kane and Heung-min Son will likely continue in a front two.
“Lucas Moura is a player who is recovering from a long injury in his tendons,” Conte said. “But there are moments when you have to try to take some risks. But we will see.
“I want to check tomorrow the real situation with the injuries, who is ready to play from the start or not and I’m waiting until the morning and then I will take the best decision.”
